The geographic area served by
the Indian Children’s
Program is specified in the approved contract and includes the
Navajo and Hopi reservation, the Pueblo tribes in New Mexico, Apache
tribes, Mescalero, Jicarilla, and Ute tribes in southern Colorado.
In addition, the Havasupai tribe in Arizona has been served as
the schools fall under the Hopi BIA. The geographic area includes
parts of three states and is approximately twice the size of the
state of West Virginia. The population density in this rural area
is very sparse. For example, the population density on the Navajo
reservation is 5.8 per square mile. This necessitates extensive
travel over many poor roads to reach remote communities. Within
this catchment area, over 116 different communities have referred
children to Indian Children’s Program. The average size of the
Native American population in these communities is under 1000.
The geographic area served by ICP is not interrupted
rigidly. Staff have made a concerted effort to address needs and
fill gaps rather than exclude eligibility based on rigid interpretations
of the geographic area served.
Within the catchment area, services are focused on
the needs of children and families who have been referred through
an established negotiated referral process. The service audience
includes the children and families referred and the staff of community
service organizations. Initially, services focused primarily upon
the families of the children referred for services. Over the years,
there have been increasing requests for training, technical assistance,
consultation, and specialized services requested by community service
agencies. ICP services have been modified in terms of staff composition,
availability of consultants, and expanded use of technology to
accommodate these changes.
